Updated at 12:22 p.m. ET] The announcement is over, and Obama is signing the 23 executive actions. These orders are in addition to laws that Obama wants Congress to pass. Here, according to the White House, are what the 23 executive actions will do, without congressional approval:

1. "Issue a presidential memorandum to require federal agencies to make relevant data available to the federal background check system."

2. "Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system."

3. "Improve incentives for states to share information with the background check system."

4. "Direct the attorney general to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks."

5. "Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun."

6. "Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers."

7. "Launch a national safe and responsible gun ownership campaign."

8. "Review safety standards for gun locks and gun safes (Consumer Product Safety Commission)."

9. "Issue a presidential Memorandum to require federal law enforcement to trace guns recovered in criminal investigations."

10. "Release a DOJ report analyzing information on lost and stolen guns and make it widely available to law enforcement."

11. "Nominate an ATF director."

12. "Provide law enforcement, first responders, and school officials with proper training for active shooter situations."

13. "Maximize enforcement efforts to prevent gun violence and prosecute gun crime."

14. "Issue a presidential memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence."

15. "Direct the attorney general to issue a report on the availability and most effective use of new gun safety technologies and challenge the private sector to develop innovative technologies."

16. "Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes."

17. "Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities."

18. "Provide incentives for schools to hire school resource officers."

19. "Develop model emergency response plans for schools, houses of worship and institutions of higher education."

20. "Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover."

21. "Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges."

22. "Commit to finalizing mental health parity regulations."

23. "Launch a national dialogue led by Secretaries Sebelius and Duncan on mental health."

Sounds like he's trying to strip out the one thing in O-Care that actually protects gun owners.

Lots of big talking points but very little actual desctiption and left very open as to exactly what is going to be done.

What the hell does the CDC have to do with gun violence?

Did he really pass an executive order to "Noninate an ATF dirrector"?

These arent orders they are bullet points for a meeting.

I like # 12 & #18/19. Seems like those are the only 3 that adress our no gun zones being targets issues (Not the perfect solution, but a start). It was also nice to see the focus on Mental Health #20-#23 (The 2 main issues of Sandy Hook are addressed somewhat in these). The rest seems like BS.

If government moved this fast on true national problems, children wouldn’t be dying of hypothermia tonight.

He said 700 people died at the end of a gun in the month since the massacre at SH……this is going to sound cold but I bet a percentage of that number deserved what they got. I bet 700 people died yesterday because the government didn’t for fill a promise, or prevent a real problem, or activate FEMA fast enough, or restore power in a timely manner or look after the elderly as they deserve…….on and on

I believe the Government was responsible for more innocent deaths yesterday than any American criminal in history.

Zombies!!!! lol just Kidding.. I think it will be the way the Gov't legalizes testing on human subjects to see the different outcomes of combining violence and guns... They will see which "illnesses" are extremely hazardous when combined with firearms.

How long before gun violence is classified as a disease the desire to own "assault weapons" considered a (mental) illness. See where I'm going here?

Leave no back door unguarded with these people.

So what is brewing under the table?? I see both sides decrying this press conference...one side saying not enough was done, the other too much. My opinion is nothing really happened. I can't see them making all the fuss about making significant changes and then only do the things the Pres signed. I know he asked Congress to "do something" but we know how Congress works. Next week it will be back to the debt ceiling.

New York did more than the Pres did and several other states are looking to enact similar legislation. Can it be the federal government is looking for the states to take the lead on this? If so, it will definitely be a nation divided...

MikeD, that is exactly what they are going to bring to the table once the CDC gets mixed up in it all. Look at what they do with everything else... It is a disease for a 30 year old man to act like he is an infant and be fed by a mother figure. But right after lunch go back to working full as a computer tech.... I call that SCREWED UP but he gets Gov't Aid because he has a "disease"....
