Probably because the people here would've stepped on them while walking down the sidewalk and continued walking to their destination without a second thought.

That reminds me of being 15 when Reagan ran against Carter. My cousin and I took a bus downtown to spend an afternoon of freedom and to get a Reagan bumper stickers and pins. It turned out that a group of ERA women were picketing the place. We broke through their ranks and went on in. They guy inside was impressed and gave us pile of stuff. They were hollering at us when we came out and got really mad when we laughed at them.
 
I wonder if it would be illegal to light off a pack of firecrackers and watch them scatter?

Or splatter...their underwear. Would be a good time to get picked up for urinating in public...or on the public as it may be...
 
In my head 90% of Americans was a much larger number.
