OKLAHOMA CITY (AP) — A bill vetoed last year by Oklahoma's Republican former governor that would allow adult residents to carry a gun without any training or a background check has easily passed a vote in the state House on its way to the desk of the new governor, who is expected to sign it into law.

The plan dubbed "constitutional carry" by its supporters was approved Wednesday on a 70-30 vote. Similar legislation has been introduced in the Senate.

Nearly identical bills to this one cleared the Oklahoma House and Senate last year, but then-Gov. Mary Fallin vetoed it over opposition from law enforcement and concerns about the elimination of training and background checks.

Republican Gov. Kevin Stitt and Senate Republican Leader Greg Treat both say they support the concept.

There is a poll at the local tv news station. I think it is poorly worded and that could have been intentionally though they have only recently started a left slant, but so far, there are more people who think you shouldn't have to have a license to carry. You're welcome to vote in the poll too.

PRESTONSBURG, Ky. (WYMT/AP) - Constitutional carry, or permitless carry; it means law-abiding people who are a certain age are allowed to carry a firearm concealed without a permit.

While that is not the law in Kentucky, it soon could be.
Senate Bill 150 was introduced Thursday. Its sponsor is Senator Brandon Smith from Hazard.
You are not charged for freedom of speech or freedom of religion. So why are you charged for something the second amendment should protect? That is how firearms instructors see Senate Bill 150.
"Same thing with freedom of religion, freedom of speech. This is going that step and giving it back to the people, saying, 'ok, this is something that you were granted originally. We've been charging for it or withholding it. Here it is. This is having something back'", said Ron Thompson, who is the manager of Copperhead Guns and Range in Prestonsburg.
Law abiding Kentuckians 21 and older are already allowed to open carry without a permit. Lawmakers who support the bill argue if your jacket or shirt covers your gun and you do not have a permit, you are now breaking the law.

"It's kind of insane to think of that, you know, a shirt falling over a firearm can give you some kind of a conviction or have you arrested", said Thompson. "It's sort of insane."
Thompson says gun laws are different in every state and trying to learn them all on your own can be difficult.
That's why he thinks gun owners should still consider concealed carry classes even if the bill passes.
"The class is to inform what state law does allow. Say a post office, for example, might seem innocent", said Thompson. "You can't walk into a post office with a firearm on you. A lot of people don't realize that."
And while many argue it's a right, Thompson adds it is something we can exercise safely and responsibly.
"The concealed carry classes don't necessarily teach you to shoot or anything like that, but it teaches you state law, state guidelines, things you need to know and be aware of if you're going to carry a firearm and be a responsible gun owner", Thompson said.
Senate Bill 150 passed the Senate Thursday and how heads to the House for a vote.

FRANKFORT, Ky. (AP) - The Latest on legislative action on a Kentucky bill to allow people to carry a concealed gun without a permit or training (all times local):

4:45 p.m.
The Kentucky Senate has passed a bill that would allow people to carry a concealed handgun without a permit or training.
The measure, backed by the National Rifle Association, cleared the Senate on a 29-8 vote on Thursday, a few hours after a committee advanced it. The bill now goes to the House.
Senators who voted against the bill raised concerns about removing gun training as a condition for Kentuckians to carry concealed weapons. They framed it as a safety issue.
Supporters say Kentuckians already can carry weapons openly without a license or training. But if they conceal that weapon under a coat, they're breaking the law without a carry conceal permit. They say the bill would remedy that.

A bill that would allow people to carry a concealed handgun without a permit or training has been advanced by a Senate committee in Kentucky.
The measure is backed by the powerful National Rifle Association.
The committee action Thursday coincided with the first anniversary of a Florida shooting that killed 17 students and staff members.
A critic of the bill, Connie Coartney, said Kentucky lawmakers marked the anniversary by advancing "more dangerous gun legislation and doing the bidding" for the NRA. She is with the Kentucky chapter of Moms Demand Action for Gun Sense in America.

Supporters say people already can carry weapons openly without training.
Sen. Brandon Smith, the bill's sponsor, said it's not fair that someone now needs a permit if they carry a gun under a coat.

The legislation is Senate Bill 150.

It's really a shame that the Republicans didn't do something at the national level while they had control of the house. They screwed the pooch and now we have immigration issues going nowhere, and the dems I guarantee are going to be trying to force gun laws down our throats. They are already trying to do it at the local level. The states are so far apart on gun laws , it would be very easy to end up in a lot of trouble when traveling.

Even here in Oklahoma we have to stay on our toes though. We need to remember we are always only one election away from going the other direction.

So much truth and wisdom in that meanstreak.

I have came to the realization that government no longer works for the people, and hasn't for a long time.

I have learned enough history watching other nations (Greece and Rome in particular) to see how they built up huge empires, only to crash and burn because the elected people are doing exactly as ours did while serving their own interests rather than the interest of the people they were put there to represent.

So, that deepens my resolve to never voluntarily turn over anything to government. What belongs to me, does not belong to Caesar.

@John A. that is a great line. Your timing is good too with the communist/democrat New Green Deal revelations of taking our cars and homes. I think that was supposed to be a secret until after they disarmed us but the media whore AOC can't keep her pie hole closed.

@Scoop and @Elbert Garrett how are things looking in the OK Senate.

I just emailed all 48 Senators asking for their support and I`m confident that it will pass...

That sounds great for them!
@John A. Could you start another thread here titled KY: something with that post so we could have KY's own discussion?

I guess I could, but I was looking at it as a CONSTITUTIONAL CARRY topic being discussed.

I also contacted all of the KY house, yes even including the democrats, which will likely all vote down a party line divide.
---------------

I was writing to ask that you support Senate Bill 150, which pertains to constitutional carry.

It is and already has been legal for any non-prohibited person from carrying a weapon (this does not only pertain to firearms).

Even if the law passes, the state of Kentucky will continue to offer concealed carry classes and program, so the only thing this will do is affirm our Constitutional right without the cost and hassle of having to pay the state in order to exercise a right.

Thank you for your time and consideration.

Oklahoma judge rejects attempt to block permitless carry gun law
By Zack Budryk - 10/30/19 08:04 PM EDT LINK>

An Oklahoma district judge on Wednesday rejected a bid by pro-gun control advocates and a Democratic state legislator to toss a law eliminating requirements for most gun owners to undergo a background check or training before carrying a firearm in public, according to The Associated Press.

Oklahoma County District Judge Don Andrews rejected the request from Oklahoma City Rep. Jason Lowe (D) to block the measure from taking effect Friday.

Lowe’s lawyer, Melanie Rughani, argued the bill was unconstitutional, saying it violated a rule in the state constitution saying bills can only address one topic. However, Andrews ruled the plaintiffs had failed to prove the law would cause irreparable harm to them if it were allowed to take effect, according to the AP.

Lowe said he would appeal the decision to the state Supreme Court, adding “We’re going to fight hard to keep this dangerous law from taking effect.”

Gov. Kevin Stitt (R) signed the law, called “constitutional carry” by proponents, into law in February. It was the first bill he signed after taking office. It eliminates the requirement for a license to carry a firearm, either concealed or openly, for most adults 21 or older. It does not apply to undocumented immigrants or people convicted of certain crimes or to buildings such as schools, casinos and bars.

“My office is proud to defend the constitutional carry law against a political attack by plaintiffs who were unable to succeed at the Legislature, unable to persuade voters in the referendum process and now seeking to overturn a duly enacted law with meritless claims and scare tactics,” Attorney General Mike Hunter (R), who represented Stitt in court, said in a statement.

Then-Gov. Mary Fallin (R) vetoed a similar law last year, citing pushback from law enforcement and business groups.

The group that took this to court has the intent to overthrow the law by whatever means necessary. This was their first attempt. They will try another angle now.

The states are so far apart on gun laws , it would be very easy to end up in a lot of trouble when traveling.

In preparation to get my FFL again, I spoke to an ATF agent from my "local" (Orlando) yesterday and ran some questions by him. One of my Qs was "What if I bought a gun in Maine while visiting relatives (I'm in FL) and transported it home as an FFL?" His answer was along the lines of "Yes, that is legal BUT, you could run afoul of laws in states such as MA and NY". And this is mainly because I would be traveling and not in one licensed location. His suggestion was to ship it to myself to avoid breaking any laws.

Lots of places one could run into problems. If not legally, certainly financially in the process of proving ones innocence.
