Williams sights on Mossberg Barrel

I have a question. I purchased a used 24" smoothbore barrel at my LGS and it has Williams sights on it. Were the Williams a factory issue or are they add ons? I'm suspecting add on because they were horribly off today. I came home and cleaned and tightened them. I'll sight them in later this week.

Pics would help. Williams can be great, visible and versatile - what is your use / application?! I have adjustable universals on the rail of my 24" turkey (now a 10 shot) and they work well - very well.
